Soft joists when probed, rust at the hangers and fasteners, a ledger board pulling away from the house, and standing water under a low deck. Any of those changes the job. Soft boards over sound framing, by contrast, is a genuine resurface and good value.
Where the frame is gone, rebuilding it is the job and the surface is a choice between composite and wood. Rusted hardware near water usually means the location was never specified for.
